Lord Penrose receives him courteously, but withholds the support he seeks.
Chapter 2
The siege of Storm's End

When Stannis lays siege to Storm's End, it is Ser Cortnay Penrose, Lord Penrose's son, who commands the castle's garrison and refuses to yield it.
Faced with that refusal, Lord Alester Florent proposes bringing Lord Penrose to the walls and threatening to kill his son unless the stronghold surrenders.
The threat is never carried out: Ser Cortnay is killed before it becomes necessary.
