Shiera Blackwood
Shiera Blackwood was the eldest daughter of Lord Roderick Blackwood, head of House Blackwood at a time when the Riverlands were ruled by House Teague.
Her marriage to the son of Storm King Arlan III Durrandon sealed an alliance meant to restore those lands to her family.

The alliance with the Storm King

Roderick Blackwood, Shiera's father, sought a powerful ally to reclaim rule over the Riverlands, then held by House Teague. That ally was Arlan III Durrandon, Storm King, with whom he sealed a pact reinforced by two marriages: Arlan wed another of Roderick's daughters, and Shiera was given in marriage to Arlan's son.
Roderick did not live to see the plan fulfilled: he was killed in the Battle of the Six Kings.

The lands she never ruled

After the rebellion, the lords of the Riverlands refused to accept Shiera as their ruler. Arlan III Durrandon responded by folding those lands into his own realm, that of the Storm Kings, instead of returning them to the Blackwoods as he had intended.
