Harry Rivers, known as the Bastard of Bracken, was a natural son who claimed Lord Jonos Bracken as his father, though it was never fully proven.
His significance lies not in what he did in life, but in what his alleged father did with his name: using it before Ser Jaime Lannister to press a claim on Blackwood lands.

Jonos Bracken's Claim
After his death, his name resurfaced when Lord Jonos Bracken came before Ser Jaime Lannister to claim Blackwood lands: he alleged the Lannisters had killed a natural son of his, and that son was Harry.
Lord Tytos Blackwood told Jaime that Jonos could not be the father: Harry was fair-haired and good-looking, and Jonos was neither.
