Khal DrogoViserys struck the bargain himself: he handed his sister Daenerys over to Khal Drogo and received in return the promise of ten thousand Dothraki riders, the force he was counting on to win back his family's throne.
The ceremony bound the Targaryen name to Drogo's khalasar, one of the most powerful warlords of the Dothraki Sea.
