The proclamation of Robb Stark as King in the North is the moment when the lords of the north and the riverlands stop answering to the Iron Throne and raise a Stark as their own king.
It happens at Riverrun, where the houses Stark, Tully, Umber, Karstark and Mormont join under a single banner in the middle of the War of the Five Kings.

Catelyn StarkAt Riverrun, the bannermen who had marched with House Stark against the Iron Throne proclaimed Robb Stark their king. The houses Tully, Umber, Karstark and Mormont joined the Starks in the title, and from then on the northern and riverlands troops answered to Robb not as the lord of Winterfell, but as king of two separate territories.
The proclamation carried a second title, King of the Trident, which placed the riverlands under the same command as the north. Lady Catelyn Tully, present in her father's castle, watched the moment her son stopped being only the heir to Winterfell.
