Garrett Flowers is an acknowledged bastard son of Garth Tyrell, a lord of the Reach. His name survives only through a political bargain: the promise of a post in the King's Landing city watch in exchange for his father's favor.

Cersei LannisterAs part of the negotiations to bring his father, Garth Tyrell, onto the small council as Master of Coin in King's Landing, it was agreed that Garrett would join the Gold Cloaks, the city watch.
The deal fell through: Cersei Lannister chose to name Lord Gyles Rosby to the post instead. Whether Garrett ended up wearing the gold cloak regardless is unknown.
