The submission of Torrhen Stark is the pact by which the North joined Aegon I Targaryen's realm without a battle: the King in the North knelt before the conqueror and was confirmed as Warden of the North.
With this act the Wars of Conquest came to a close for House Stark and the North entered the unified Seven Kingdoms; Torrhen himself would afterwards be remembered as the King Who Knelt.
