The gesture comes while his brother Viserys I sits the Iron Throne, and it marks the way Daemon understands power: he seizes it and names it, rather than waiting for it.

In the year 109, Daemon Targaryen declares himself King of the Stepstones and the Narrow Sea. There is no official coronation, no blessing from the Iron Throne: he simply grants himself the title over the waters that separate Westeros from Essos.
That same year, at court, Ser Otto Hightower is replaced as Hand of the King by Lord Lyonel Strong, who until then served as Master of Laws. Princess Helaena Targaryen, daughter of Viserys I and Queen Alicent Hightower, is also born.
